What Is a Hazmat Shipping Paper?

A hazmat shipping paper is the document that must accompany every shipment of hazardous materials, describing exactly what is in the load so that drivers, carriers, and emergency responders know what they are dealing with. Under 49 CFR Part 172 Subpart C it is legally required, it must be within the driver’s immediate reach, and shipping it without one — or with the wrong description sequence — is one of the most commonly cited hazmat violations in roadside inspections.

What has to be on a hazmat shipping paper

The basic description must appear in a specific order. Getting the sequence wrong is itself a violation, even if all the data is correct.

  1. UN or NA identification number — e.g. UN1263
  2. Proper shipping name — the name from the Hazardous Materials Table, not the trade name
  3. Hazard class or division — e.g. 3, and subsidiary hazards in parentheses
  4. Packing group — I, II, or III in Roman numerals

After the basic description, the paper must also carry the total quantity and unit of measure, the number and type of packages, an emergency response telephone number that is monitored at all times while the material is in transit, and the shipper’s certification signed by a person who has been hazmat-trained. Where the shipping paper has to be

Location is prescriptive, not a matter of preference:

  • Driver in the vehicle: within immediate reach while restrained by the seat belt — in a door pouch or on the seat.
  • Driver not in the vehicle: in the door pouch on the driver’s side, or on the driver’s seat in plain view.
  • Hazmat papers must be separated from other shipping papers, or tabbed/marked so they can be found instantly.

Emergency responders arriving at a wreck should be able to find the document without searching. That is the entire design intent.

Shipping paper vs the other hazmat documents

Bill of lading

A shipping paper is usually the bill of lading with the required hazmat entries added. There is no separate government form for domestic ground shipments — the BOL does the job when it carries the correct data.

Safety Data Sheet

An SDS is an OSHA workplace document about the chemical itself. It is not a shipping paper and does not satisfy 49 CFR. Carrying an SDS instead of a compliant BOL will still get you cited.

The mistakes that cause fines

  • Trade name instead of proper shipping name. “Thinner” is not a proper shipping name. UN1263, Paint related material, 3, II is.
  • Unmonitored emergency number. A number that rolls to voicemail after 5 p.m. is a violation. Most shippers subscribe to a 24-hour emergency response service.
  • Missing or unsigned certification. The shipper’s certification must be signed, manually or electronically, by a trained employee.
  • Description not matching the labels and placards. The paper, the package markings, and the vehicle placards all have to tell the same story.
  • Wrong element order. Identification number, proper shipping name, hazard class, packing group — in that sequence.

Yes, and for domestic ground shipments that is the normal practice. The bill of lading becomes a compliant shipping paper once it contains the basic description in the correct order, the quantities, the 24-hour emergency response number, and the signed shipper’s certification.

How long must hazmat shipping papers be retained?

Shippers must retain a copy or electronic image for two years after the material is accepted by the initial carrier. Carriers must retain their copy for one year. Hazardous waste manifests carry a three-year retention requirement.

Does a Safety Data Sheet replace a shipping paper?

No. An SDS is an OSHA workplace hazard communication document and does not satisfy the 49 CFR shipping paper requirement. The two documents serve different audiences and both may be needed.
