Importer Security Filing (ISF), often called “10+2,” is a U.S. Customs and Border Protection (CBP) requirement that importers electronically submit ten data elements about an ocean shipment at least 24 hours before the cargo is loaded onto a vessel bound for the United States. The ocean carrier supplies two additional data elements — hence “10+2.” Filing late or inaccurately can cost $5,000 per violation, so for any importer bringing containers through PortMiami or Port Everglades, ISF compliance is non-negotiable.

Why ISF exists

ISF was introduced under the SAFE Port Act so CBP can assess security risk before a container is ever loaded overseas. By collecting supply-chain data in advance, customs can flag high-risk shipments and target inspections before goods reach U.S. soil. It applies only to ocean cargo — air, truck, and rail imports are exempt.

The “10” importer data elements

The importer (or its agent) is responsible for filing these ten items:

The ocean carrier provides the vessel stow plan and container status messages. Together with the importer’s ten elements, these complete the “10+2” picture CBP needs.

ISF timing and penalties

The ISF must be on file no later than 24 hours before the cargo is laden aboard the vessel at the foreign port. Missing the window, filing inaccurate data, or failing to update changes can trigger liquidated damages of up to $5,000 per shipment, plus increased exam rates and cargo holds. A held container also starts the clock on demurrage and detention charges at the terminal — a costly double hit.

Who is responsible for filing the ISF?

The importer of record is legally responsible, but most importers authorize a licensed customs broker or freight forwarder to file on their behalf. Responsibility for accuracy still rests with the importer.

Does ISF apply to air freight?

No. ISF (10+2) applies only to ocean cargo arriving by vessel. Air, rail, and truck imports have different advance-data requirements.

What happens if my ISF is late?
